It is illegal to use the motorways in Scotland

It would appear that the Scottish Motorways cannot be used by provisional licence holders in any category of vehicle.

From what I can gather an ammendment was made in English laws which was not adopted in the Scottish equivalent, so currently it is illegal to use the motorways for training or tests. The DVSA has quietly withdrawn test routes which include motorways.

You are partly correct in your statement. Amendments to the motorway regulations were made in Scotland in 1995 and similar ones in England & Wales in 1996. This was in anticipation of the change in driving licences and acquired rights.

This is what Scotland regs said:
Vehicles not to be driven by learner drivers

10.—(1) No motor vehicle shall be driven on a motorway by a person who is authorised to drive that vehicle only by virtue of his being a holder of a provisional licence under section 97(2) of the Road Traffic Act 1988(1), unless since the date of coming into force of the said provisional licence that person has passed a test prescribed under section 89 of that Act(2) sufficient to entitle him under that Act to be granted a licence, other than a provisional licence, authorising him to drive that vehicle on a road.
(2) Paragraph (1) above does not apply to a large goods vehicle or to a passenger-carrying vehicle.
(3) In this regulation, “large goods vehicle” and “passenger-carrying vehicle” have the meanings given by section 121(3) of the Road Traffic Act 1988.

“large goods vehicle” means—

(a)an articulated goods vehicle, or
.(b)a motor vehicle (not being an articulated goods vehicle) which is constructed or adapted to carry or to haul goods and the permissible maximum weight of which exceeds 7.5 tonnes;

“passenger-carrying vehicle” means—

(a)a large passenger-carrying vehicle, that is to say, a vehicle used for carrying passengers which is constructed or adapted to carry more than 16 passengers, or
(b)a small passenger-carrying vehicle, that is to say, a vehicle used for carrying passengers for hire or reward which is constructed or adapted to carry more than 8 but not more than 16 passengers;

We can conclude from that, that B+E, C1 and C1+E were not included and have never been allowed on a motorway.

England & Wales in their amendment did allow those categories.

Regulations differ between England and Scotland in regard to what categories of vehicle may be driven by a provisional licence holder on a motorway. Highway Code Rule 253 gives summary information.
Tests conducted in England and Wales
The following categories are the only tests we can conduct on a motorway: Cat C, C+E, C1, C1+E, D, D+E, D1, D1+E and B+E
Tests conducted in Scotland
The following categories are the only tests we can conduct on a motorway:
Cat C, C+E, D1, D1E and D+E
Note that B+E, C1/C1E are not allowed on test on a motorway.

There has been no amendment to PLH's on a Scottish motorway since 1995.
